Dr. Manoj Kumar Sinha, Assistant University Librarian, Assam University, Silchar has attended 6th PLANNER-2008 (Planning for Automation and Networking in North Eastern Region ) at , SETAM, Dimapur campus , Nagaland University during November 6-7, 2008 . The convention was jointly organised by Nagaland University and INFLIBNET Centre, Ahmedabad. The Theme of the convention was Open Access, Open Source, and Open Libraries (O3).
Dr. Manoj Kumar Sinha has presented his paper entitled "Open Access, Open Archives and Open Libraries in India : An Overview of Indian Initiatives" . The paper has also been published in the Pre-Conference Proceedings Volume.

- Prof. Manoj Kumar Sinha presently working as Professor & Head of the Department of Library and Information Science, Assam University, Silchar. He has been appointed as the Dean of Swami Vivekananda School of Library Sciences & Acting Librarian, Rabindra (Central) Library, Assam University, Silchar.He did Graduation, Post –Graduation and Ph.D. Degree in Zoology, Lib.& Inf. Science from T.M. Bhagalpur University, Bhagalpur. He has about 17 years of professional experience in Librarianship and around 11 years of Teaching and Research in Library and Information Science. He is life member of ILA, IASLIC, IATLIS, UPLA, SIS, MANLIBNET, JILA, Assam Library Association, FBAI, and actively associated with research and academic work. He has been associated with many universities as Board of Studies Members.He has published more than 300 research papers and articles in the areas of Lib.& Inf. Aims and Objects of Symposium
The aim of the International Symposium on Emerging Trends and Technologies in Libraries and Information Services (ETTLIS-2008) is to bring researchers, academicians, business community and research scholars on a common platform to share their experiences, innovative ideas and research findings about various aspects of emerging trends and technologies in the field of knowledge resource centres and information services. It also proposes to discuss the practical challenges encountered by them and the solutions found.
The major objectives of the symposium are:
Ø To create awareness amongst the LIS professionals on the latest developments in the library and information services;
Ø To find out the emerging technologies for delivering quality and value added services;
Ø To offer an opportunity to put forth innovative ideas, debate some of the innovative ideas and promote closer cooperation and development amongst the information professionals;
Ø To promote libraries and LIS professionals;
Ø To strengthen the academic collaborations and strategic alliances for the development of library and information centres, and
Ø To facilitate interaction with experts in order to bridge the knowledge gap between developing and developed countries.

SUBMISSION OF PAPERS
Working papers based on practical experience, research findings and case studies are invited from the library and information specialists. The papers will be reviewed by an International Review Committee. The shortlisted papers will be published as a part of the symposium proceeding. The details regarding standards, guidelines and format of papers are given below:
The abstracts of the paper proposed to be presented should be divided into sub-headings such as purpose, design/methodology/approach, findings, originality/value/conclusion and keywords in about 500 words. Full papers having abstract, keywords and references on A4 size paper with margin 1.5 cm on all sides in MS Word format in 10 points New Times Roman type single line spacing. The size of the paper may run up to 6 – pages and should not exceed beyond that. It must be enclosed with the details of the author i.e. name of the author, designation, title of the article, abstract, name of the affiliating Institution, mailing address, telephone number, fax number and E-mail address. The contributors will be communicated about the acceptance of the paper by Program Committee to enable them to present their papers. It may be ensured that the proposed paper on theme/sub-themes should not have already been published elsewhere. The editors will have the right to edit the papers before acceptance is communicated.

PLANNER-2008 at Nagaland University, Dimapur
Promotion of Library Automation and Networking in North East Region (PLANNER) is a special initiative taken up by Information and Library Network Centre (INFLIBNET) to bring awareness among library professionals in the field of information technology and its application to library service in the last four years. After the overwhelming response and success of earlier four PLANNERs, INFLIBNET is organising its sixth event PLANNER-2008 at Nagaland University, Dimapur, Nagaland during the November 6-7, 2008. This event has become popular not only in north-east but also for professionals from rest of parts and neighboring countries .
